How does special education work in Malaysia?
Malaysia provides special education through three main models: special education schools, the Special Education Integration Programme (PPKI), where students learn in special classes within national schools, and the Inclusive Education Programme (PPI), where students with special needs learn alongside mainstream peers. The Education (Special Education) Regulations 2013 set the framework. Figures reported in 2017 counted 34 special schools, 2,272 PPKI schools and 4,995 PPI schools.
What this means in practice
The Malaysia Education Blueprint 2013–2025 aimed to increase the share of students with special needs in inclusive programmes while maintaining quality. Teachers in Malaysia commonly use the Malay term Pendidikan Khas for special education.
The three models
- Special education schools for specific needs such as hearing or visual impairment.
- PPKI (Program Pendidikan Khas Integrasi): special classes in national schools.
- PPI (Program Pendidikan Inklusif): students with special needs in mainstream classes with support.
Support for families
Registered students have received monthly allowances and meal support, according to 2017 reporting. Families register through the Ministry of Education and welfare authorities.
For teachers
Mainstream teachers in PPI schools need skills in differentiation, accommodations and behaviour support. Special education teachers usually hold degrees in special education from Malaysian universities or teacher training institutes.
Practical next steps
- Find out whether your school runs PPKI or PPI.
- Learn the planning documents used for students.
- Build inclusion skills for mainstream classes.
- Work with the school's special education coordinator.
What to keep in mind
