What is SPED in the Philippines?
SPED is the common Philippine term for special education: teaching and support for learners with disabilities, and in some contexts gifted learners. SPED is delivered in SPED centres, special classes in regular schools and, increasingly, inclusive classrooms. Since Republic Act 11650 was signed in March 2022, learners with disabilities have a guaranteed right to free public early and basic education with inclusive support.
What this means in practice
Filipino parents and teachers use phrases such as 'SPED teacher', 'SPED school' and 'SPED class' every day. The term covers both the profession and the services. Private SPED centres and therapy clinics also offer tutorials, shadow teachers and early intervention, especially in Metro Manila, Cebu and Davao.
