What is Republic Act 11650?

By APTTI Educational Content · Updated · 2 min read

Republic Act 11650, the 'Instituting a Policy of Inclusion and Services for Learners with Disabilities in Support of Inclusive Education Act', was signed on 11 March 2022 in the Philippines. It guarantees learners with disabilities free public early and basic education, requires Inclusive Learning Resource Centers in every city and municipality, creates a Child Find system from infancy to age 24, and calls for a whole-of-community approach to inclusion.

What this means in practice

The law moved the Philippines from a mainly separate SPED model towards inclusive education with specialised support. It is implemented by the Department of Education with other agencies and local governments.

Key provisions

  • Free public early and basic education for learners with disabilities.
  • Inclusive Learning Resource Centers, physical or virtual, in every city and municipality.
  • A Child Find system to identify learners with disabilities from infancy to 24 years.
  • Accommodations in facilities, scheduling and physical education.
  • Participation of schools, private partners and communities in inclusion.
  • Support and training for teachers working with learners with disabilities.

What it means for teachers

Regular teachers are expected to include learners with disabilities with support from SPED specialists and resource centres. Training in differentiated instruction, individualised plans, assistive technology and behaviour support is therefore valuable for all teachers, not only SPED teachers.

How it compares

RA 11650 resembles India's RPwD Act 2016 and the US IDEA in guaranteeing free education and promoting learning in mainstream settings with support.

Practical next steps

  1. Read the law's main sections and DepEd's implementing guidance.
  2. Find your nearest Inclusive Learning Resource Center.
  3. Plan training for regular teachers.
  4. Use Child Find referrals for early identification.
ExampleA municipality in Iloilo sets up an Inclusive Learning Resource Center in a public school, where an itinerant SPED teacher supports regular teachers in five nearby schools.

What to keep in mind

This summary is general. Implementing rules and DepEd orders give the detailed requirements.
