What are the 13 disability categories under IDEA?
IDEA lists 13 disability categories: autism, deaf-blindness, deafness, emotional disturbance, hearing impairment, intellectual disability, multiple disabilities, orthopedic impairment, other health impairment, specific learning disability, speech or language impairment, traumatic brain injury, and visual impairment including blindness. A child must fit at least one category and need special education to qualify for an IEP.
What this means in practice
Categories are used for eligibility, not to limit what services a child receives. Once eligible, the IEP is built around the child's individual needs, not the label.
What the categories cover
- Specific learning disability, including dyslexia, dyscalculia and dysgraphia: the largest category in US schools.
- Speech or language impairment, such as stuttering or language disorders.
- Other health impairment, which often includes ADHD, epilepsy and diabetes when they affect learning.
- Autism and emotional disturbance, covering social, communication and emotional needs.
- Intellectual disability, multiple disabilities and traumatic brain injury.
- Sensory and physical categories: deafness, hearing impairment, visual impairment, deaf-blindness and orthopedic impairment.
Developmental delay
States may also use 'developmental delay' for children aged 3 to 9 who are significantly behind but do not yet fit another category.
Comparing with India
India's RPwD Act 2016 lists 21 specified disabilities, including some that IDEA does not name separately, such as thalassemia, sickle cell disease and acid attack survivors. ADHD is a separate entry in neither list.
