What is the inclusive education policy in Nigeria?

By APTTI Educational Content · Updated · 2 min read

Nigeria approved a National Policy on Inclusive Education in 2017, building on the National Policy on Education and the Universal Basic Education Act. In 2019 the Discrimination Against Persons with Disabilities (Prohibition) Act came into force, providing for free education up to secondary level and accessible schools. States such as Lagos, Kaduna, Kwara, Enugu and Jigawa also have their own inclusive education policies.

What this means in practice

Nigeria's laws give children with disabilities a clear right to education, but UNESCO's analysis found that weak financing and implementation limit progress. More than 10.5 million children were reported out of school, and children with disabilities are among the most excluded.

Key milestones

  • 1977: National Policy on Education recognised the right of children with disabilities to education.
  • 2004: Universal Basic Education Act and the policy's fourth edition called for inclusive, free education for people with special needs.
  • 2017: National Policy on Inclusive Education approved.
  • 2019: Discrimination Against Persons with Disabilities (Prohibition) Act signed into operation.
  • State-level inclusive education policies in several states.

Funding

The Universal Basic Education Commission (UBEC) runs a Special Needs Intervention Fund, but federal intervention funds require state counterpart funding, and dedicated financing for inclusion remains limited.

What it means for schools

Mainstream teachers increasingly teach children with disabilities, often with little specialist support. Practical training in differentiation, visual supports, behaviour support and working with families helps teachers act on the policy.

Practical next steps

  1. Find out whether your state has its own inclusive education policy.
  2. Identify children who may need support early.
  3. Use low-cost adaptations in class.
  4. Work with parents and local disability organisations.
ExampleA public primary school in Kaduna trains its teachers to seat a child with low vision near the board, provide large-print notes and pair her with a classmate for group work.

What to keep in mind

Policies and funding arrangements change. Check the Federal Ministry of Education and your state ministry for current guidance.
